George Billinge
Co-Founder & CEO
Prior to founding Illuminate Tech, George was a founding member of Ofcom's online safety policy team, where he worked on ensuring policy development was tech-literate, supported transparency reporting on regulated services, and built collaborative relationships with other regulators, particularly on age assurance. He previously worked in safety-tech startups and on a digital infrastructure project for the EU Commission.
Dr Asad Ali
Co-Founder & CTO
Asad led Ofcom's Digital Identity and Age Assurance Technology team during the passage and implementation of the Online Safety Act, overseeing research into age assurance and digital identity technologies and developing Ofcom's approach to evaluating effectiveness. He completed his PhD in Digital Identity, then lectured in computer science at King's College London and advised public and private organisations on digital transformation.
Emily Chebanu
Product & Operations Lead
Emily joined Illuminate Tech from a cybersecurity scale-up, where she helped build customer-focused product offerings for companies managing future regulatory compliance needs. She holds a MSc in Philosophy of the Social Sciences from the London School of Economics.

Ashmeet is a UK-qualified lawyer with deep knowledge of trust and safety regulation and experience running compliance programmes across industry. He supports technology platforms as they scale under regulatory scrutiny, translating regulatory complexity into clear commercial options and building future-proof governance and oversight frameworks.
