Team
George Billinge
Prior to founding Illuminate Tech, George was a founding member of Ofcom's online safety policy team, where his role encompassed ensuring policy development was tech-literate, supporting transparency reporting on regulated services, and building collaborative relationships with other regulators, particularly on age assurance. He previously worked in safety-tech startups and on a digital infrastructure project for the EU Commission.
Asad Ali, PhD
Asad led Ofcom's Digital Identity and Age Assurance Technology team during the passage and implementation of the Online Safety Act. He oversaw Ofcom's research into age assurance and digital identity technologies, including developing Ofcom's approach to evaluating effectiveness. Asad completed his PhD in Digital Identity, before lecturing in computer science at King's College London and advising private and public sector organisations on digital transformation.
Tanya Ghuman
Tanya joined Illuminate Tech in January 2025, having completed her MSc in Public Policy and Management from King's College London. Her research focused on the transformative potential of Digital Public Infrastructure in advancing Financial Inclusion. Previously, Tanya served as a Corporate Partnerships Manager at Plug and Play Tech Center in Dubai, where she led strategic initiatives to foster innovation and ecosystem development across the Middle East.
Abdur Rafey Masood
Abdur Rafey Masood is an experienced software engineer and data scientist with a strong background in Al, machine learning, and fraud detection. He holds an MSc in Data Science from King's College London and has led multiple Al-driven initiatives, including co-founding Nannie.a, a VC-backed startup leveraging computer vision for pet monitoring.
Emily Chebanu
Emily joined Illuminate Tech having previously worked at an information security & compliance tech scale-up, where she helped build customer-focused product offerings for companies looking to manage future regulatory compliance needs. Emily holds an MSc in Philosophy of the Social Sciences from the London School of Economics, where she specialised in decision theory and the philosophy of economics.
Georgia Mavromihalis
Georgia is a specialist in platform governance, online regulation, misinformation and radicalisation. She holds a dual MA from King's College London and Luiss Guido Carli in international relations and public policy, where she focused on digital policy. Previously, Georgia worked as a junior policy analyst for the Stanford Center for Human Rights and International Justice as part of the RE:Structure Lab.
